Abstract This study was aimed to analyze elementary school teachers' perception on the necessity and improvement measures of inclusive education training through in-depth interviews. The results indicated that the teachers experienced difficulties as activities in inclusive education were implemented as one-size-fits-for-all for all groups of students. They perceived that inclusive education was not differentiated from special education. They also responded that the special education itself could not effectively
support the inclusive education because teachers rarely collaborated or coordinated for curriculum for more inclusive teaching and learning. In order to promote the teachers¡¯ competencies to perform inclusive education, it is necessary to design and implement teacher training programs on inclusive education by converging general education and special education together. In addition, in-service training on inclusive education must be assorted, departmentalized, phased and systematized and be done on a regular and mandatory basis. This study is expected to contribute to expanding teachers¡¯ understanding of inclusive education and to triggering further discussions on changes in legal and regulatory framework to establish more supportive environments for inclusive education.
